It's obviously done for titilization, the boutique hotel has 16 rooms, most of which missed its keys, so the high-end clients probably staying there on a long-term contract (it's the same level of comfort for middle-level management provided by companies, but cheaper than bigger hotels plus it's less visible if you bring an escort) could barge in at any moment. Given that the staff had time watching them fight, it's either somebody's utter daydream, it's an unlikely offseason (no such thing for business clients) or what could be realistic for that region, it's a money laundering scheme supported by EU funds.
The content? Oh yeah, that was hot... I just let myself live out old professional hazards.
